Action Alert: tell the Planning Commission how we can improve the Housing Bonus Alignment Project

As part of the Housing Bonus Alignment Project (HBAP), the Bureau of Planning and Sustainability is considering several changes to our multifamily zoning code to make it easier for developers to claim “bonuses” that allow them to build larger or taller buildings when they include features like accessible or affordable units in their projects.

Portland: Neighbors Welcome supports the good work that’s been done so far on HBAP but urges a few additional changes that will make Inner East Side for All development easier.

Our main request is that Portland should use the opportunity of the HBAP to make a few small changes to the RM3 zone that reflect DLCD's recently approved multifamily model zoning code for large cities. Those changes are:

  1. Increase the base FAR in RM3 by 0.5, from 2.0 to 2.5. (This would also make multifamily base-zone FAR scale up from 1 to 1.5 to 2.5 to 3, the same sequence as the current mixed-use zones.)

  2. Reduce the front setback to 5' in the base zone

  3. Tweak the Deeper Housing Affordability bonus criteria to ensure compatibility with the state-defined bonus criteria for "90-Year Moderate Income Cooperative Housing." This should be informed by PHB's ongoing Social Housing Study and should anticipate the need for zoning that can support various potential flavors of a future social housing program in Portland. Our understanding is that the existing bonus may already be very close to complying, if it doesn't already.

  • The Planning Commission will meet from 5pm-8pm on July 28th, 2026

  • You must register by 5pm on 7/27 to testify verbally

  • You may testify in person or virtually
